Can a woman be charged with sexual assault for groping a man's chest without permission?

Yes, it's the same as groping a women's chest except that men tend to not press charges when they should.

They couldn't really be charged with sexual harrassment for doing that as it's not really sexual. If it was done with force or aggressively, she could be charged with physical assault. Either way it would depend how severe it was but generally it wouldn't be taken seriously and no one would really make a fuss if it was just a quick grope

As far as I'm concerned, an unwanted touch is an assault. Now if you want to charge someone over it, there may be some challenges as the police may decide to refuse to lay charges only depending the severity of the assault. Laws also differ from a place to another. Ask the question to the police or a lawyer if it concerns you that badly but it may cost you in the end.
