Never. This is, whether people like it or not, more of a social hub than whatever informative aspect this site claims to cater to.

I don't know, but I wouldn't hold my breath. I flagged a ton of spam from one user posting his business link as the answer to every question he answered and yet my mod percent is still at 51% days later. I'm not complaining though. I'd rather improve the site without getting 'credit' if that's what it takes.
