      In the U.S., absolutely not.  Per the Tenth Amendment, this is a matter in which the federal government has no legitimate business.  This is something to be left up to the states to deal with as they will.

    It's not the use of a hand that makes cell phones dangerous when driving, It's the conversation distracting you that makes it dangerous. A hands free cell phone is no less distracting than one that isn't.

    In Australia they have been, for ages. They're even thinking of banning then WITH hands free. Here, you have to pull over before touching the phone.
