Sounds like it's personifying weed to me. Kind of like the song The Thoughts of Mary Jane by Nick Drake. It's not an uncommon idea, a love affair with Marijuana. Always kind of disturbing though. Also could be talking about a dealer or just a s/o strongly associated with pot.

An emptiness they need to fill, by medicating (with possibly pot), because in a deep, hidden part of themselves, they don't feel they are worthy of being truly loved.
