That definition of biological evolution in genetic terms dates back about 90+ years and is a standard definition. Since changes have been observed, biological evolution is a fact. The proposition that evolution happens has been with us for hundreds of years, it is only in the past 150 that a good theory has existed to explain how it happens. That theory was found to be mathematically consistent with genetics in the early 20th century. It is supported by ship loads of evidence ranging from the anatomy of existing organisms through fossil evidence, genetics, biochemistry and in recent years, molecular biology, which is really another branch of chemistry. There is no dispute among biologists in any part of the world about whether evolution happens. They might disagree on the details. Generally further evidence settles such disputes. Religion by contrast exists without much evidence or without any at all.
