Only that many of them are created by or photos of the users (or their favorites), and, therefore, may be considered copyrighted. AND, many people identify their friends (and enemies) by their avatars and usernames. Example of the former: I created my Avatar, and therefore, own it. If someone else started using it, not only would they be infringing on my copyright, someone may think it's ME, since usernames can be changed. Clone accounts (same avatar/same username) are illegal, since most are created to harass someone's friends using their identifying info. (If you see someone acting strangely, check the level and profile, and make sure it's the person you thought it was. If not, please report them, as they are probably up to no good.)

You can share Answerbag's standard avatars like the blue bag. In other cases, sharing another user's avatar could be considered a deception of other users by impersonating that user. So, especially in cases where the avatar is a personal picture, there will be a feedback to the staff and it will probably be rejected.
