When I had law enforcement training in the 1960s and 70s, I was taught that you don't "assume" anything; you make SURE, then act accordingly, because later on, you WILL be called before some kind of "review board," and the only way your superiors will back you up, is if you can assure them that you KNEW a person was definitely armed, BEFORE you fired. If you can't do that, you will find yourself all alone in that hearing room, believe me. I have witnessed it myself, with a buddy. No one came to back him up.
