Steaming it is a good idea but if you don't have access to steam maybe try a product designed to immulsify the carmel (goo-gone). After cleaning the solid material off try using a good metal cleaner (Brasso) to restore the metal finish. Read the instructions so as to be most effective, work safely.
A caustic cleaner works best with caramel. Chemicals like Luster,or Finess.Adding heat if you can will make such cleaners more effective.
I would steam it off. Either buy a personal steamer, or rent one. It must be HOT! But it will not damage your metal.
