I would say workout! For the arms: tricep curls and for the thighs: squats, lunges, leg curls or leg presses.

Go running. Get to your target heartrate for about 20 minutes. Make sure to do a warm up and cool down. Stretch before and after too.

Getting rid of fat out of specific areas is called spot reducing, and it's a myth - it doesn't work. You burn fat by elevating your heart rate, so cardio and diet are the best ways to get rid of fat (which will come from all over your body). You can try running or walking. Swimming is also really great cardio and is easy on the joints. Diet is very important - you have to avoid fatty foods. You can do site-specific exercises to tone the muscle. Cardio exercise should work your thighs and arms, but you can also do some weight lifting.
