Well, technically the electrons in the electrical system are moving at the speed of light so they are pretty much the fastest. Cheap shot, obvious and uninformative, I know, but hey, it's a right answer!

The clock speed of the computer. Okay, you want mechanical part. Let's say the differential spider gears when the car is in low gear and only one of the tires is spinning. It would spin at 4 times the RPMs of the wheel which is turning twice the speed registered on the speedometer.
