Do you think it's worth calling two food companies' consumer relations depts. to let them know you discovered their 16 oz. & 8 oz. bags of shredded cheese really only contain 15 oz. & 7 oz., respectively? It's false advertising; but does this seem petty?

If your scale is completely accurate, they are in the wrong and probably already know that. If it's important to you, contact the Better Business Bureau to do an investigation.

They'll probably give you the line that "well, it's to be expected that some settling will occur" - you can try though

If you really want results, contact the Federal Trade Commission - they're the ones who can impose fines, etc.

Yes, especially if you are measuring by volume (which settles, as it says on most packages) vs. weight.
