No. Elizabethan England was a police state. There were police spies everywhere. All plays were censored before they could be performed. Shakespeare had to be particularly careful as he was from a Catholic family. But he put his art first so was very clever in not upsetting the establishment. By contrast,his sister went to jail rather than go to a Protestant Sunday service which was the law. His parents were ruined because they would not reject their faith.
