Original Equipment Manufacturer. It just means it comes in a plain white box or brown. It has no instructions or anything, just the part.

Original equipment manufacturer part OEM is the part that was originally intended for that product, not aftermarket. Sometimes the best, sometimes crap depending on what you're buying. if it's GM parts it usually means crap. I've known people to replace almost every GM part with aftermarket parts till about the only oem part was the frame.
