    It depends on the degree of intelligence you are refering. There are several differant types of intelligence, and not every human possesses all of them at one instance,... but hey, theres always hope.

    Not if you look to the administration of the US, or most countries.
    Not in most high schools.
    There is, but most wise people are either misunderstood or disregarded by wise-asses, so really, there is - but the search to find it could take years.
