My goldfish is developing black line on tail n fin. It swims weird and is most of the time at the surface(not 4 air) throws out all the food

You're reading I recently shocked my goldfish by putting him straight into soft water from hard water, now he tilts a little to the side but swims fine. Can anyone tell me why he does this?
