AB doesn't "allow" it to happen any more than they "allow" me to answer this question. How, precisely, do you think that can be stopped? Make every answer get reviewed by staff before it's posted? That would make this place pretty desolate in no time.

The AB staff is nuking the accounts, but the spammers keep creating new ones. I don't know if this would work internationally, but perhaps they could go to the source and register a complaint with the spammer's ISP. I know this worked with a spammer that was spamming from the Los Angeles area back in 2002. It could be that if an ISP is regulated by a PUC or the FCC, then the ISP has to deny service to any spammers.
