Provided that the collar and leash are cleaned (When I say cleaned, I mean heated to a temperature of 150 degrees Farenheit) once a week, and the collar and leash are used only when the dog is walked, they should never need to be changed unless they are in danger of breaking. Heating the leash and collar ( Which can be done easily in a domestic dish washer) to 150 degrees Farenheit kills any flea and/or tick eggs that may be deposited on the fabric of the leash and collar. If you want to heat it to 180 degrees Farenheit (Again, the domestic dishwasher will do the trick) it will also kill all bacteria on the leash and collar. Hope this helps.

They need to be occasionally inspected to make sure they aren't about fail. Otherwise, they can be used indefinitely. I am shopping for a replacement for my current leash. I repaired the one snap that failed, but don't like the look of some other parts. It is a custom made leash, hard to find. It is about 5 years old. The same for collars. Check their fit is the dog grows or gains weight. If you are using a modern flea product such as the Revolution my dogs get, you shouldn't need to work about cleaning the leash.

If you can fit two fingers with no effort in between the collar and the dog's neck, there is enough room. If there isn't, loosen it. In terms of cleanliness - if it's unclean, get a new one. Would you want something dirty around your neck everyday?
