Genesis doesn't say but the book of Enoch says they were angels that had children by men. according to the book of Enoch this is why God destroyed man with the flood while Genesis gives a different reason for the flood.

The Hebrew term used there is "b'nei elohim". The most obvious translation of this would be sons of G-d, but the Bible also uses the title "elohim" to refer to nobles or community leaders. To illustrate that "elohim" means leader, we see that G-d instructs Moses to be an "elohim" to Pharaoh (Exodus 4:16), and he clearly didn't mean for him to be a god.

in Genesis, i think "the sons of God" were referring to the "heavenly/spirit beings/angels" of God..not the earthly , human , "sons of God"..which ALL are if they have FAITH ,"sons of God"... cause we are all HIS children if we BELIEVE....:)
