What other Presidents besides Bush-Cheney used torture to force false confessions in order to wage war?

No other "REAL" Presidents did.

First of all, your question is flawed in that there are no facts to back up your assertion that any tactics used by the administration produced false confessions in an effort to go to war.
Secondly, if the interrogations go correctly, mainstream America should never hear about them. That's National Security information that the general public shouldn't be privvy to. There's no evidence either way that any President prior to Bush either authorized or disallowed the use of "torture" tactics.

Listen if we want to keep the terrorists off American soil we must use waterboarding to get more information from them and to prevent new 9/11.
