I don't think there is a law mandating the landlord to replace the carpet. If it's not specified in your lease, he does not have to replace it.

Every time the carpet prevents you from renting due to the poor state of the carpet, you should replace it. So if you have a good tenant who has people remove muddy shoes, you will go a long period of time before replacement. If not, you may have to replace the carpet every year. The state may only be interested in you replacing the carpet if mold exists.
