If a bathroom door for men shows only a figure wearing slacks and the womans room door shows a figure with a dress on, then where does a woman with slacks go?

Three nights ago I went into the Mens toilets at the Whitgif shopping center in Croydon. As I walked in two (People?) wearing dresses and carrying hand bags walked out past me.. So seeing your question just reminded me about it? I did wonder if I'd gone into the ladies by mistake and it made me have a quick look at the sign outside..
