I think it's a matter of opinion. I don't like cold water, but prefer it at room temperature. It's actually healthiest to drink it at room or body temperature. I know some people who like drinking hot water, and there are some who recommend this for certain health issues (as in Ayurvedic medicine). It's a matter of taste, so to speak!

I don't think the taste changes, its just that the sensations on the tongue are different. I prefer drinking hot water because I like the flavor... flavor is comprised of a mixture of sensory information - taste, smell and the tactile sensation that food scientists call mouthfeel.

Taste is subjective, so it may taste better to you but not others. In regard to why, different components are more or less volatile (able to be detected by your nose, thus taste) at different temperatures, generally there are less volatile components in something that is cold rather than hot. I personally find water tastes better cold (especially if it has minerals in it).

It's the feeling of cool water going down and hitting the spot - It feels so refreshing

It is not that they taste different, the cold water numbs some receptors and responds differently that the room temp, warm or hot water. Sesations have a way of altering how things taste.
-
Technically, water does not have a taste.

I'm a big fan of tap water - lots of people go on about how horrible it tastes and that it makes them sick, but I think that's a load of rubbish ;) That said, one thing I have noticed with tap water is that if it is put into a water bottle, and then placed into the freezer, the colder it gets, the less it tastes like tap. Perhaps this is just my wacky taste-buds, but you could give it a try if you don't like the taste of normal temperature tap water.

no it does not change anything chemically or biologically but it tastes better cold.

Cooling water dissolves the chlorine taste in water, so I think that makes it better in itself.
-
It's because when you heat up water a little it loses some of it's oxygen and usually people prefer that fresher taste rather than the flat taste of less oxygenated water.
-
Kills/lessens the taste of any impurities including chlorine.
