I am a level 23 expert. why is it that i can add 4 points to an answer, but only three to a question?

that is the way that they have designed the system , as you advance you will be able to give more points in the question section, move on up and you will be able to downrate more points

The more you level up the more you can give. I'm not sure at what levels AB gives more point-giving power at, but eventually you get to where you can give +6/-5 to questions and +5/-5 to answers.

Because those are the allowable points available at your level. The maximum is 6 points for an answer and 5 points for a question. As your level increases, the points you can award level will increase. :)
