I see contratulatory posts for people who have attained a certain rank. Is there some organization to those posts or can anyone jump in and congratulate another member when they get to a certain plateau?

It's all ad hoc. Anyone can post any congratulatory 'shout out' they want (with the usual caveats about violating the terms of use).

There are some people that seem to sit on the profiles waiting and then jump in with the Congratulations very quickly. That can be very nice but some people would prefer that a friend asked their Congratulation questions. Or at least a person who knows if they are male or female. I have been called a great guy and he on different Congratulations questions.It is very kind of the person but rather embarrassing. It is also etiquette for Congratulations to start at Sage level.

It is prefered if a freind ask the congrats question. Anyone is allowed to answer them. -
With regard to being the one to ask the question, generally it is reserved for best friend or S/O, although there is no rule. I personally would always ask permission first. I have asked such questions for some who have asked me to do so. I would never ask a question regarding another without first checking with that person. :)
