I'm going to add a second answer to this... I realized that one time my g/f ordered us outfits for halloween from this online place.
She got me a sailor girl outfit which consisted of a pretty cute stripped top with a low cut neck and an extremely short pleated skirt. There was a sailor hat and a sash. Her's was a nurses outfit.
When we got the outfits were were both a little shocked that there was no panty sewn in or any kind of a dance panty provided.

Ya... I do it weekly almost. I wear a skirt every day. Most of my are mid thigh to above but are not tight jean like skirts. I don't really like tight skirts... I like a little movement. Don't own a single pair of conventional knickers but do have a few thongs and wickedweasel micro kini bottoms for beaches, otherwise never wear anything under skirts apart from a suspender belt for stockings.
