  • Technically, George W. Bush was not a conservative, he was a neo-conservative - which believes in quite a few different things than a conservative. So, by default, Reagan was the more (only) conservative of the two.

  • I believe it was Reagan - he had a lot more of soul searching conservatism.
  • Politically, niether Dubya nor his father were conservatives. They were "moderate" statists, i.e., pre-1968 Democrats who didn't want to give up their country-club memberships. Reagan was the real deal, though not an absolutists or extremist: he came to office with 3 central issues: 1) government was too big/invasive, 2) people were being taxed too much, and 3) the Soviet Union was litterally getting away with murder. In dealing with those, he was prepared to make concessions to the globalists and statists, the chief concession being Bush 41. In their personal/family lives, however, the Bushes were far more conservative than the Reagans.
  • I believe Reagan was more Conservative and a better President.
