Yes they can have another baby at a later date. They can't adopt though.

You can, right away, have another child. But you will never ever get to adopt again!

Yes. If you get enough money you can adopt your child back! if she took away your toddler, make sure you click on toddler to adopt. and it will work every tims! (the sims 2)
