No, any orthodontist CAN do it but many of them will hesitate. They'll want to know why the original ortho isn't doing it, and they'll be especially alert to payment disputes. But it happens all the time, especially if someone with braces moves far away from their origial orthodontist.

No, I knew someone who removed his own with plyers. Probably not the best way to go.
