  • The NBA draft is only confusing because of the lottery which was implemented in order to keep teams from throwing games in order to gain better draft position. The draft is only two rounds where the team with the worst record has the first pick in each round, and the team with the best record has the last pick of each round. This is not entirely true because of the draft lottery. In the draft, the 13 teams that do not make the playoffs the previous year are placed in the lottery. Of those thirteen teams, the best team, the 13th, gets 1 ping-pong ball in the lottery. The worst team, the 1st, gets 13 ping-pong balls. The second worst gets 12 balls and so on. All of the ping-pong balls are placed in a hopper, and three balls are drawn. The team with the first ball drawn gets the first pick in the first round. That team then has all of their balls removed from the hopper. The team that has their ball drawn as the second ball gets the second pick in the draft, and the third ball gets the third pick. After the first three, the teams who did not have balls drawn are then placed in order from worst record to best. The lottery does not apply to the second round of the draft, in which the order is entirely based on records. This way a team with the worst record is only guaranteed the 4th pick in the draft, though they are most likely to win the lottery. The lottery is what allowed the Houston Rockets to select Yao Ming with the first pick in 2002, despite the fact that there were 4 teams with worse records than the Rockets.
