If you touch it, you die! Politically speaking, that is. In other words, you can't win. Just discussing a 'third rail' issue will cost you an election.

It's an allusion to the high voltage center rail that carries 600 Volts or more to power some mass transit trains. Touch that rail, and you get fried. That's how it came to mean what Mofohomo says.
