I'm in Florida, and for the locals, that's accepted lexicon. I see it rather frequently.

I'm from the South, so it wouldn't strike me as anything unusual. Maybe she's from the South too, and she's trying to sound cute and friendly. She might be a phony, but on the other hand maybe she's just trying to convey personal warmth and make her employees feel at ease.

It would annoy me if they were typing "yall," but "y'all" wouldn't bother me. As others have said, I am also from the South and it's not uncommon to see it used, even in some professional correspondence.
