It totally depends on the person. Opposites generally attract so... If they are shy: Find a time and a place when it is just you two. Look them in the eye and tell them that you like them. Ask them if they would like to do something sometime. This will show them that you can be bold when they are not. Most are attracted to traits which they do not have. If they are bold: Shyly tell them that you like them. Let them know by leaving a note or giving them. If you feel like being bold, you could try telling them, but they might feel awkward. The best all around way, however, would be simply finding a time and a place when it is just the two of you and looking them in the eye and telling them that you are attracted to them and if they are interested, maybe you could do something with them some time. In a one on one situation, they will take you more seriously and will not have the chance to hide behind self-doubt and anxiety.

Tell them what it is you like about them: Their attitude - hair - necklace - haircut etc. Try that first.
