What is the best (and safest) way to keep squirrels/rabbits out of your vegetable garden?

I know people who put up little statues that look like owls or hawks by their house to keep squirels, pigeons, etc away.

A 410 Gauge Shotgun Works great and Rabbit stew is awesome. If your to close to houses for a Shotgun try a .22 caliber rifle with CB caps ammunition.

Plant marigolds around the garden rabbits don't care for them. Not sure about squirrels though.

Maybe sprinkle cayenne pepper chili pepper flakes or cinnamon around the garden. That is what I use to keep squirrels from eating my lily bulbs in the springtime

Buy a pack of wolves and let them run free.

Moth balls are effective if you can stand that horrid odor.
