Is it ever appropriate to decrease or increase the resolution of an image in Photoshop? Why or why not? What file types do you think changing resolution would be the most appropriate/inappropriate for?

Increase the resolution when you are planning to blow that image up on a larger scale. Hence, making a poster or such. it would be a bad idea to decrease it for that purpose. But it is a good Idea to decrease it when you are trying to lessen the file size to meet the maximum requirements of a upload on a site.
