No I don't think so... Knowing how to balance yourself might help but I don't think not knowing how to ride a bicycle would stop you from learning to ride a motorcycle..

I am not sure but I learned how to ride a bike first before I got a motorcycle license. Perhaps it is important to know how to balance both the vehicles as a prelude to learning how to ride a bike or motorcycle.

No. Obviously. No. On a push-bike, the riding position on the road is all different for a start.

It is not true or necessary to learn to ride a bicycle first, before learning to ride a motorcycle. There are some low speed skills that are common between the two vehicles, but because the vehicle weights are so different, what you can get away with on a bicycle would get you into trouble on a motorcycle.
