Neither, if you are mailing it in you just put them together and fold them before inserting them in the envelope. If you are turning it in directly at your local IRS office you also do not staple or paper clip, just hand it in. If you are having someone prepare it for you you don't really need to worry about this.

Why aren't you electronic filing and saving everyone paper/postage AND you wouldn't have to be worrying aobut the damn staple or paper clip?
