Why do some people show visible, obvious interest when you first meet them and exchange numbers or something, but don't make an effort to call or get to know you? One would assume if you're not interested, you wouldn't even show interest.

It maybe out of as sense of politeness. Many people, especially women, are taught to have manners and be polite and some do so even if they really don't want to.

Sometimes I would ask for girl's number just to see if I can get it. Especially when i was younger. If I did it would be to feel good about myself. no harm intended just to see where im at with her.

Feigning interest is often a tactic for quickly dismissing someone without confrontation or immediate emotional injury. It's definitely a mild form of cowardice.

It is probably because they are trying to be polite, or maybe they just don't have the balls to turn you down to your face.
