If a person is good at using PhotoShop, sometimes you CAN'T tell.

several ways have been mentioned so i won't repeat. ANother way to tell the image is photoshopped is the resolution/grain won't match. people often merge photos that are of varying quality. zooming in closer will often reveal this.

Look for elements in the photo that are duplicates. For example, I have taken people out of scenic photos by cloning another part of the background and placing it on top of them. Sometimes it just takes the eye of a designer, though
