ok you have to have ruby or sapphire or emerald but i only no how to catch it in ruby and sapphire.first go to the city on water.when you go to the left there will be a strong current.go on the currents and try to stay to the bottom as possible.soon you will see a patch of water and you can use dive there.use dive.when your under water you will see a cave under water.go in front of it and use dive again.you will then be in the cave.go straght and use dig on the wall then the wall will open you will then be in a different roomand there will be a wall in front of you.the wall will be saying catch relicanth and wailord.catch those pokemon.relicanth is under water.wailord is in the sea but is very rare to find.once you have caught them bring them back to the cave.the ground will rumble and then the regis will be unlocked.im sorry but im not sure where the temple is i no it is on the sea around tons of trees.when you do find the temple go in and stand right in front of the door that has wierd writing on it for about 2 minutes then it will open and inside regice will be sitting there.Enjoy
