You cant. rats have little to no control over their bladders and they use the bathroom totally involuntarily.

Just for starters I think you would have to make it a little rat life vest just in case. Hmm, I had rats at one point, they are umm, very perceptive. Maybe hold his rat turds in front of him, and drop them in the toilet. Reward him with a treat after dropping the crap into the toilet. Over time, hold the treat near him, but don't give it to him, after he has associated treats with turds falling into the toilet maybe he will catch on. But he really would need some kind of life vest if he is going to do it on his own, he might fall in some day. I guess you could put his cage near the toilet and build an enclosed ramp going up to the rim of the toilet. I just made this up as I went, my rats seemed to take a dump whenever it suited them.

You can totally train a rat to use a litter-box (not toilet), I read it in a book. I know my rats tend not to bathroom near where they store food or sleep, they actually seem to have a designated space they choose to use as a "bathroom".
