Can AB be formatted without any dr's or ur's or placing people in the PB? If not why not?

Are you sure you want that? What would YOU do considering that you have a 65% + ratings given. I think you would really miss the DR button. I also see that you complain about being trolled a lot. No, those are the only tools the site has to give value or worth to the questions and answers. The rating system isn't for the members. They are in use to help make the best answers rise to the top so that the person who asked them or people who come later looking for answers can see by their placement what are the better ones. It's not for punishing people or for showing people you don't like them. And if someone uses the DRs for that in a vindictive way, that's one of the main reasons for the Penalty Box so they'd never get rid of that either.
