Because the government makes A LOT of tax from selling it, and contrary to the supposition of the question, 'we' don't allow it, the government do. I would elaborate, but i'm afraid it doesn't get any more simple.

Well people have the right to live how they want...the country can't just stop selling it...when they did that with alcohol, everything just went to hell...with the speak easys and what not...if you stopped selling cigs then people would filp, I have some friends that would fight you for their "lucky" as they call it...and well its said to say but they are pulling in alot of money from cigs...like they do from the sells of guns and alcohol...sin sells

Money, honey! We also allow the use of advertising for alcohol and cars! Both of those can cause a bit of harm as well!

In addition to nevet's, and other, fine answers, there's a less idealistic reason: Big Tabacco: the Brown and Williamson, Phillip Morris, and R.J. Reynolds companies and their various subsidiaries endlessly lobby members of the U.S. Congress to vote against laws that restrict sales of tobacco products. I'm not saying that's necessarily a bad thing, in general. The government doesn't need to tell its adult citizens one more thing they can or can't do. I'm simply saying it's a factor in why we allow the sale/purchase of cigarettes in the U.S.A.

It's one of those things that are legal but not good for your health but they're not unhealthy enough to get banned.
