No. There's not one person watching everyone. The cameras are collecting images of everything that occurs on the street daily. Only after something happens will that footage be accessed for an investigation.
Those cameras typically collect only a few days to a few weeks worth of information before they reset and erase, but as technology advances, larger storage devices become cheaper. But that won't happen for a long time.
Worry when they affix these cameras with motion detector alarms to enforce curfews.
