I am disabled with a nerve degenerating disease and I need help with a low cost program that can help me with painting my house and fixing my outside fence. Do places like Home Depot donate some services to help the needy?

Try contacting the city or county where you live.

I used to volunteer with an organization called "Paint Your Heart Out". We would decide how many houses we could work on. Homeowners would submit their names to a local community development agency. Together, we would choose who to help, based upon their need and what needed to be done.

We would perform light maintenance and a full outside house painting.

I know more than one city has similar programs for disabled or disadvantaged homeowners.
