Simply, no. It's a simple chemical - Hydrogen Oxide. (H2O) Most foods that go off do so because either elements in them oxidise or bacteria within the food leaves behind waste products that are toxic. In the case of water, it's already oxidised. Of course if the water was contaminated with bacteria then it would have the potential to "go off" but pure water wouldn't.

so your answer is water cant go off unless other substance are mixed with it. isnt water consantly mixed with bacteria as the question did not specify pure water. i would say that water depending on the purity and conditions around it can go off.
