Do you think it's okay for one person to shoot another person (without having them die) and not have to be accountable for it with the exception of apologizing?

Is this about Cheney shooting his friend in the face? Oh wait, it couldn't be....Cheney never apologized. Seriously, with the exception of self defense, there should be some accountability when one person shoots another. Medical costs should be covered and provided there was intent to do harm, charges should be filed.

Intentionally, I think not. Things change a bit for the unintentional, but not usually that far. But sometimes... Example: The person shot sneaks down and hides behind a target in a shooting range and stays there totally concealed until someone comes in and begins practicing. Only revealing himself when actually hit. - If I were the poor sod with the gun I would apologize anyway. But actually its the idiot behind the target who should be apologizing to ME!
