It means just less than, or about 1/2 cup. This direction in the recipe is a way of acknowledging that grapes/raisins are not uniformly shaped, and therefore their volume cannot be precisely measured.

Scant means little .small amount barely enough. Like a person being scantily dressed. In reguards to this recipe I would imagine it means err on the side of less than half a cup than more/ A case of less is best.
