Can white plastic sand designed to be used around an above-ground pool be used in a turtle tank, or should gravel be the only thing used?

I would only use gravel to be safe. there may be chemicals in the plastic stuff that are harmful for your turtles

Just to add to this, I have found that everyday normal beach sand works very well as opposed to gravel. I only say this because sand REALLY helps to keep the smell of the Turtle tank down. However, you can use pretty much ANYTHING to cover the ground of a Turtle tank as turtles are EXTREMELY hardy.
