There are two types of captains in the Navy. One who commands a vessel is called "captain" and has the power to control the vessel and the sailors (and passengers) on it. As to pure rank, a Navy Captain is equal to an Army colonel. So the one who holds the rank of Captain in the Navy has a higher pay grade than the one who holds the rank of Captain in the Army. Of course, if the Army Captain is a passenger on a vessel commanded by a Navy person with the rank of Lieutenant, the Navy person is still "captain" of the vessel and can command the Army Captain.
