Not necessarily, take it to a computer store and get it cleaned. You'll have to back up all your files elsewhere, but it's cheaper than a new computer.

No, the only way to stop being hacked into is to never connect your computer to the Internet. And never turn it on. Getting a Mac or switching to Linux will leave you somewhat better protected than you are now. You can reinstall Windows on the computer you already have if you want a fresh start.
